About Our Speaker Larry Owsley has served as the University of Louisville’s chief business officer under three presidents: Donald C. Swain (1983-1995), John W. Shumaker (1995-2000); and James R. Ramsey (2002-present). His responsibilities include: business and finance; physical plant operations; facilities master planning; construction and renovation; campus police; parking and transportation; food services and vending; and bookstore operations.
Larry is a graduate of Centre College of Kentucky with a major in history. He has a Master of Public Administration degree from the University of Virginia and a Master in Public Policy degree from the University of California, Berkeley.
Prior to joining the University of Louisville, Larry served in a number of higher education positions in Kentucky and California: Associate Director of Kentucky’s Governor’s Office for Policy and Management (1981-1983); the Chief Financial Officer for Kentucky’s Council on Higher Education (1978-1981) and its Assistant Director for Financial Analysis (1977-1978). His California experience included three years as Assistant to the Director of the University of California Berkeley’s Health and Medical Services (1974-1977). Upon graduation from Berkeley’s Graduate School of Public Policy, he served one year as a program review analyst for the California Department of Finance (1973-1974).
News From The Executive Director January 2012 Meeting
The December breakfast meeting at the Crowne Plaza featured guest speaker Daryl Snyder of Greater Louisville Inc. discussing “Economic Initiatives to Attract New Business”. This included an overview of the process of bringing new companies into the greater Louisville area including challenges, successes, and learnings.
In 1996 there were three separate economic development organizations in the Louisville area: new business attraction, economic development, and the Chamber of Commerce. There was little or no coordination of efforts in attracting or retaining businesses, and no single point of contact for businesses interested in moving to the area or growing their business here. To compound matters, there were also two political entities (City of Louisville and Jefferson County).
A study was commissioned in which Louisville was compared against 19 competitive cities of approximately the same size. Data was obtained comparing education, transportation, population growth, initial public offerings by corporations, and technology. The top cities were Nashville, Indianapolis, and Jacksonville. Louisville was determined to be average and trending down. The common factor for these top cities was a merged city-county government.
The Louisville-Jefferson County merger became reality starting in 2003, and along with that was the merger of all the separate economic development initiatives under one umbrella, Greater Louisville Inc. (GLI).
The study identified the potential Louisville area growth factors: health industry; logistics, supply chain and distribution; advanced manufacturing; and supporting entrepreneurs. GLI has focused its efforts on these factors and has expanded its territory to encompass the Louisville metropolitan statistical area (MSA).

ACE Mentoring Program
This program continues with new students at Iroquois, Jeffersontown, and Trinity High School.
ACE is in need of additional volunteers and sponsorships for scholarships, awards gala, and operating costs.

E-Mentoring Program
The E-Mentoring Program has been kicked off with Jeffersontown High School students who have an interest in engineering and associated fields.
All mentoring is performed via computer at the mentors’ convenience.
